Cosmetic Product Safety Assessment and CPSR

What the Safety Report contains

The CPSR consists of two parts. It is prepared and signed by a duly qualified safety assessor, and without it a product cannot be notified or placed on the market.

Part A

Cosmetic product safety information

  1. Quantitative and qualitative composition
  2. Physical/chemical characteristics and stability
  3. Microbiological quality
  4. Impurities, traces, packaging material
  5. Normal and reasonably foreseeable use
  6. Exposure to the product
  7. Exposure to the substances
  8. Toxicological profile of the substances
  9. Undesirable and serious undesirable effects
  10. Other information on the product
Part B

Cosmetic product safety assessment

  1. Assessment conclusion
  2. Labelled warnings and instructions of use
  3. Reasoning
  4. Assessor's credentials and signature

How I work

01

Request

You send the product name and type. I reply with a list of required documents and a quote.

02

Data review

I review the formula, raw materials, test data and labelling, and request missing data if needed.

03

Report and signature

I prepare the CPSR (Parts A and B), sign it and hand it over for inclusion in the PIF and notification.

04

Ongoing support

I update the report when the product changes and answer questions from the market surveillance authority.

What I need from you

The more complete the manufacturer's data package, the sooner the report is ready.

  • Formula with INCI names and concentrations, %
  • Specifications and safety data sheets (SDS) of raw materials
  • Finished product specification
  • Stability and packaging compatibility data
  • Microbiological testing, challenge test
  • Packaging material information
  • Labelling artwork and directions for use
  • Undesirable effects data (if any)

FAQ

Is a report prepared in the EU acceptable?

An EU report is a good basis, but for the Ukrainian market it must be reviewed and issued in line with the national regulation, signed by an assessor.

What if several importers bring in the product?

Unless one third party is appointed as the responsible person, each importer is a responsible person and needs its own CPSR, PIF and notification.

How long does it take?

7–14 working days after receiving the complete document package — depending on formula complexity and available laboratory data.

When does the report need updating?

When the formula, raw materials or packaging change, and to take into account new information on undesirable effects.
